18-year-old Tori is probably the most sensible of all the Wind Ninjas, amused by and tolerant of others' more lighthearted ways. She loves to surf and is very athletic, keeping up with and sometimes surpassing the boys, and she is very independent.

When the Bradley brothers come to town, Tori and Blake almost immediately hit it off. Though he's not there for long, and most of the time he's fighting them, she is very upset when he leaves and misses him a lot. Luckily he comes back, and the two actually go out, forming one of the rare canon relationships in PR. They are well-suited for each other, very balanced, and they're affection and loyalty is obvious.
